The San Diego Police Department has been congratulated by many because it was the first in the nation to voluntarily record the race and ethnicity of every driver stopped. African Americans and Latinos represent 28% of the driving population, but are 40% of those stopped and 60% of those searched. Two thirds of all stops occurred during daylight hours, when the color of a driver's skin is more easily observed. What does it prove? That is a matter of contention for many, but, not for San Diego's Hispanic population. The reports of profiling are still coming in.
